Staff Report for the Confederated Salish and Kootenai Tribes Compact
The Staff Report for the CSKT Compact is a history of compact negotiations that took place from the early 1980s to late 2014 between the state of Montana, the Conferederated Salish and Kootenai Tribes, and the federal government. Written by former Reserved Water Right Compact Commission and DNRC staff, the staff report is also meant to summarize the main provisions of the compact, placing those provisions (where possible) within a larger legal and historical context. It was completed for inclusion in the CSKT compact preliminary decree entry in the Montana Water Court, but it is also meant to memorialize institutional knowledge on the give-and-take over decades that ultimately resulted in the comprimise that is the water compact. This is the story of the CSKT-MT water compact from the perspective of the State of Montana.
