The Montana Dam Safety Act is based on the premise of Responsible Dam Ownership.  The requirements in the laws and rules lay out what it means to be a responsible dam owner, which includes regular inspections, attention to operation, regular maintenance, repair of deficiencies and a plan to evacuate those living downstream in an emergency. By following the law and rules, a dam owner demonstrates their conscientious attention to their responsibilities, which can reduce their liability should the unexpected happen.
