Stop Work Order

February 21 2025

Due to ongoing delays in federal reimbursements, the Department of Natural Resources and Conservation (DNRC) Forestry and Trust Lands Division can no longer fund any United States Forest Service and Bureau of Land Management federally funded projects, grants, subawards, and contracts.  All work under these agreements must stop immediately.  

DNRC does not have the financial reserves to continue payments without federal reimbursements. The length of this work stop remains uncertain and will depend on the federal review of funding; DNRC is not in control of that process. 

What This Means for You 

  • All Activities Must Cease Immediately: All work on federally funded grants, contracts, subawards, and other projects must stop as of today Friday, February 21 at 5 p.m.  
  • Invoices & Payments: Contractors, subrecipients, and landowners should submit invoices immediately for work completed through February 21, 2025. Until further notice work performed after this date will not be reimbursed. 
  • Suspension of New Transactions: DNRC will not execute any new contracts or subawards or amend existing agreements until further notice. 
  • Notification Requirement: Subrecipients are responsible for notifying their landowner beneficiaries, contractors, and/or any partners with whom they have a direct relationship.  
  • Good Neighbor Authority timber sales and projects utilizing revenue may continue; these activities are not funded with federal reimbursements.
