Request for Notification of Interest (RNOI)

Location: Broadwater Dam, near Toston, Montana
Overview:
The DNRC is seeking Notifications of Interest (NOI) from qualified entities interested in leasing and operating the hydroelectric power production facilities at the Broadwater Dam Project. The DNRC will retain ownership of the dam structure and associated assets, while the selected lessee will operate, maintain, and potentially upgrade the power generation facilities.
Key Lease Elements:
Lessee Rights:
- Use of turbines, generators, transformers, control systems, transmission lines, and related infrastructure.
- Right to sell generated electricity (with requirements for State facility power support).
Lessee Responsibilities:
- Maintain and replace leased equipment as needed (leased "as-is").
- Comply with all legal, safety, and FERC license requirements.
- No subleasing permitted.
DNRC Responsibilities:
- Retain ownership of land, water rights, dam structures, and the FERC license.
- Maintain major structural elements and wetlands.

Deadline:
All Notifications of Interest must be received by July 15, 2025.
