2025-06-19_Programmatic Environmental Review of Layflat Hose Land Use License Applications

The document reviews the environmental impacts of land use license applications that request authorization to lay hose along the ground surface of Trust Lands in order to transport water to an oil and gas well site for its use in well stimulation or fracking. This document identifies impacts that are consistent across applications and those that are site-specific or unique. The action alternative was approved and the Department will utilize the programmatic review as the basis of it's analysis for layflat hose land use license applications for the next ten years. A site specific checklist EA was created from this analysis and will be used to identify unique impacts to each application moving forward.
