2025 Toston Dam Sediment Removal Environmental Assessment-Decision Notice 2025-05-06

The State Water Projects Bureau (SWPB) of Montana Department of Natural Resources (DNRC) Water Resources Division owns and operates the Toston Dam in Broadwater County. Sediment has accumulated on the upstream side of Bay 7 at Toston Dam on the Missouri River. Dam stability analyses have determined that the maximum safe level for sediment is 3941.6 feet NGVD (3944.78 feet NAVD88), or 11 feet below surface water pool level which is maintained at a constant elevation by this run-of-river hydropower project. Currently, the level of sediment in Bay 7 exceeds what is deemed safe under calculated seismic events. This project will involve using a hydro-jet to remove the accumulated sediment, approximately 15 cubic yards of alluvium, and flush it downstream during spring runoff. Action Alternative: Hydro-jetting approximately 15 cubic yards of accumulated sediment away from the upstream face of Bay 7 during spring runoff. No Action Alternative: Sediment will continue to accumulate on the upstream face of Bay 7 potentially affecting dam stability. Based on the environmental review conducted in the Draft EA, DNRC has determined that the proposed action will not have significant or long term adverse impacts. The proposed action is reasonable and a suitable means to accomplish the project goals and therefore, this environmental assessment is the appropriate level of analysis, and an Environmental Impact Statement (EIS) is not required. DNRC SWPB adopts the Draft EA as Final and approves the Action Alternative.
