The following digital dataset includes naturalized flows for selected stream gaging sites in the St Mary and Milk River Basins of Montana. These data accompany the MT DNRC Water Management Bureau's Technical Methods Report TM230421-WMB, which outlines the methods used to estimate the natural flow at each location.
- Purpose:
This natural flow dataset was updated from previous DNRC efforts to estimate natural flows at a sufficient number of stream gage locations to provide adequate input data to a detailed river system model. These data were developed in coordination with US Bureau of Reclamation for an updated Basins Study, that was in preparation at the time this dataset was published. For this Basins Study Update, the purpose of this natural flow dataset was to provide calibration data for a hydrologic model used in assessing future climate scenarios within a river system modeling environment.

For stream gage locations with adequate coverage and period of record, natural flows were estimated using US Geological Survey streamflow data and Bureau of Reclamation reservoir data. This method was only applicable to the St Mary River Basin because of the quantity of gages and long record of streamflows, canal diversions, and reservoir operations. This step applies to Swiftcurrent Creek at Sherburne Reservoir (SWCSB), St Mary River near Babb (SMRBB), and St Mary River at International Boundary (SMRIB). A variable length moving average, smoothing method was used when negative flows were calculated by the mass balance equations.

The Upper Milk River (represented here as the drainage area upstream of Fresno Reservoir near Havre, MT) natural flows were estimated by adding irrigation depletions to the measured flow at two different gaged locations and removing imported water delivered via the St Mary Canal (St Mary water diverted to the North Fork Milk River). The two locations where this method was used were Milk River at Western Crossing of International Boundary (MRWIB) and North Fork Milk River above St. Mary Canal near Browning, MT (NFKMR). Many records on the Milk River are seasonal or have gaps in the period of record, all streamflow records were filled or extended as necessary using the MOVE.1 method for records extension. This method produces monthly data. The monthly data were dis-aggregated to daily values using 3 index gages within the Milk River Basin that have year-round daily records. 2 of the 3 index gages were used for any individual location based on proximity.

Lower Milk River tributary natural flows (in this case, tributaries downstream of Fresno Reservoir near Havre, MT excluding tributaries that flow across the International Boundary) were derived at USGS stream gage sites for the following locations: Beaver Creek Bowdoin at Mouth (BCBMO), Beaver Creek Havre at Mouth (BCHMO), Buggy Creek at Mouth (BGCMO), Big Sandy Creek at Mouth (BSCMO), Clear Creek at Mouth (CLCMO), Little Box Elder Creek at Mouth (LBCMO), Porcupine Creek at Mouth (PCCMO), Peoples Creek at Mouth (PPCMO), Rock Creek at Mouth (RKCMO), Willow Creek at Mouth (WLCMO), and Whitewater Creek at Mouth (WWCMO). The natural flow at each site was calculated as the measured or depleted flow at the gage minus derived irrigation return flows plus irrigation diversions. This mass balance was done within a RiverWare, river systems model, which calculated diversions based on efficiency coefficients, variable acreage estimate, and net irrigation requirement from a Penman-Monteith evapotranspiration equation implemented within the ET Demands model. ET Demands was run using Daymet gridded meteorological data as input. Return flows were calculated in RiverWare based on seepage estimates and assumptions of surface water and groundwater return fractions with different return rates. Many records on the Milk River are seasonal or have gaps in the period of record, all streamflow records were filled or extended as necessary using the MOVE.1 method for records extension. This method produces monthly data. For apportionment of the international waters of the St Mary and Milk Rivers, there are 3 Milk River tributaries referred to as the "Eastern Tributaries." These tributaries are Lodge Creek, Battle Creek, and Frenchman River. Natural flows are computed by the US Geological Survey and Environment and Climate Change Canada, National Hydrological Services-Water Survey of Canada for a division period (every 10-days prior to 1993 and two times monthly after 1993) and submitted to the International Joint Commission (IJC) by each country's Accredited Officer (AO) in annual reports on the division of the waters of the St. Mary and Milk Rivers. These natural flow data are maintained by USGS in an MS Excel database. It should be noted that the methods used to calculate these natural flows have changed over time and are based on the Adminstrative Procedures for division of St. Mary and Milk River waters. The natural flow of the following locations used these IJC or AO calculated flows: Lodge Creek at International Boundary (LDCIB), Frenchman River at International Boundary (FRRIB), and Battle Creek at International Boundary (BTCIB). Because the IJC or AO natural flows are either 10-day or twice monthly, those volumes were dis-aggregated to daily values using the measured flows at each gage site. Many records on the Milk River are seasonal or have gaps in the period of record, all streamflow records were filled or extended as necessary using the MOVE.1 method for records extension. This method produces monthly data.
