Through the Federal Excess Personal Property (FEPP) program, the DNRC, in cooperation with the United States Forest Service, is able to acquire vehicles and equipment on loan to state and county cooperators for the purpose of wildland and rural firefighting.  The DNRC has used FEPP since 1967 to offset costs (over $50 million) in supporting the department's fire program.  FEPP acquisitions have decreased in recent years with the increased use of the Department of Defense Fire Fighter Program, but FEPP is still a vital part of DNRC aviation operations and will continue to be used by the state.


The Department of Defense (DoD) Fire Fighter Program (FFP) allows the DNRC to reutilitze old DoD equipment for firefighting and emergency services.  Property obtained from this program passes ownership to the receiver after it has been in service for one year.  The FFP program allows state, county and emergency fire service organizations to acquire vehicles and equipment at a minimal cost compared to purchasing new or comparable used equipment and vehicles.  Of Montana's 56 counties, 47 have acquired FFP since Montana began participating in the program in 2007.
